The Japanese security council were at loggerheads following the bombing of Nagasaki. Many were determined to show strength in the face of adversity and go on the offensive but the threat of another Atom bomb possibly falling on Tokyo was too much to bear. Eventually their hand was forced and the Emperor Hirohito made the decision to surrender.
